Cash Transfers – Lessons from Africa and Latin America

Summary: Cash transfer programmes are emerging as indispensable component of poverty reduction strategies. The objectives of alleviating short-term poverty and long-term human capital building are what make cash transfers, particularly conditional ones, attractive. In Latin America, where cash transfers are widely implemented, impact evaluations show significant positive impacts. Improved nutritional intakes, access to health and education as well as reduction in poverty and inequality are observed. The International Poverty Centre has a comprehensive research agenda on cash transfer programmes. The work mainly focuses on comparative studies in selected countries in Latin America and Sub-Saharan Africa. The Centre, in collaboration with international and bilateral agencies, also carries out both quantitative and qualitative analyses of the impact of cash transfers on poverty and inequality. This issue of Poverty in Focus presents a collection of articles covering various aspects of cash transfer programmes.

Climate Change: Enabling Adaptive Capacity

Summary: This publication forms one of a series of six reports prepared under the ECHO-funded project on ‘Reducing the vulnerability of pastoral communities through policy and practice change in the Horn and East Africa’. The aim of the project is to raise awareness among planners and policy makers about the full potential of pastoral systems to make a significant contribution to the economies of the region. Each of the six reports presents evidence-based research findings to overcome misconceptions and misunderstandings regarding particular aspects of pastoral livelihoods and highlights appropriate policy recommendations that favour pastoralist systems. The reports present evidence to help inform thinking in order that policy makers can keep abreast of new opportunities and threats in the rangelands. Responding to climate change will also require a long-term approach that will provide the investments necessary for appropriate and sustainable development, allowing pastoralists either to adapt to their changing environment, or to transition out of pastoralism into alternative livelihoods. The paper on climate change argues that these changes must be effected through a rights-based approach, to increase the integration of pastoralists into political, social and economic systems at national and regional levels, thus addressing the fundamental problems of marginalization and weak governance that lie at the root of the chronic poverty and vulnerability of pastoral areas. Where pastoral communities are currently associated with degrading rangelands, climate change should result in pastoral communities being seen as custodians of these environments as policy adapts and politicians recognise the huge contribution these mobile systems can make economically, socially, and especially environmentally.

Summary: In May 2007 the Young Foundation launched ‘Contentious Citizens: Civil society’s role in campaigning for social change’, a report funded by the Carnegie UK Trust. The report provides a detailed analysis and historical overview of the campaigning landscape with particular reference to the challenges and opportunities associated with campaigning in a network age. The publication explores how campaigning can be better supported and makes a series of recommendations intended to support campaigning organisations in raising awareness and responding to pressing and unmet needs.

Summary: La Comisión Europea, a través de EuropeAid, ha lanzado la convocatoria "Invertir en las personas - Los niños - La participación de los niños" (Ref. 129133) abierta a Agentes no Estatales en todos los países en los que desempeña actividades de cooperación. Esta convocatoria de propuestas tiene por objeto la consolidación de los mecanismos y prácticas existentes a fin de crear, mejorar y consolidar las estructuras, así como el alcance y la participación de los órganos formales de representación de los niños. El objetivo es reforzar la coherencia, la apropiación y la responsabilidad en el cumplimiento de los derechos de los niños y en acciones que promueven su bienestar. El monto de las subvenciones va entre € 250 0001 y € 1 000 000 – máximo 80% de los costos subvencionables. Fecha cierre de inscripción: 18 de noviembre de 2009.

Convocatoria para investigadores de países en desarrollo que estudien temas de pobreza

Summary: El PEP (Poverty and Economic Policy, por sus siglas en inglés) Research Network otorga ayuda a aquellos países en desarrollo que estudien temas de pobreza. Los objetivos para la realización de estos estudio son: un mejor entendimiento de las causas y consecuencias de la pobreza, proponer políticas en favor de los pobres, mejorar las técnicas de medición y monitoreo, fortalecer la metodología de investigación en estos temas, desarrollar nuevos conceptos y técnicas para el análisis de la pobreza. El monto otorgado será de CAN $ 50.000. Fecha de cierre: 6 de enero de 2010.
