Fue desarrollada por John Gaventa, del Instituto de Estudios sobre el Desarrollo (IDS, Reino Unido). La herramienta fue desarrollada sobre la base de experiencias prácticas de espacios de participación. Los tres ejes del “cubo”, observados de las experiencias de campo, son: las interrelaciones de los espacios, los lugares y niveles donde pueden ocurrir, y las formas de poder encontradas. Estas tres dimensiones determinan la acción ciudadana que puede ser presentada usando la ilustración de un “cubo de poder”, que puede también ser aplicado para evaluar las formas en las que trabaja el poder y las posibilidades de transformación de la participación en los espacios. En este documento se explica la herramienta con mayor profanidad así como también se describe algunos casos en los que fue aplicada.
